Declaring the Province of Cebu under a State of Calamity is now declared due to the widespread damage observed in several municipalities across the province caused by Typhoon Tino, which battered Cebu on November 4, 2025.
This action follows the signing of Executive Order No. 68 by Governor Pamela Baricuatro late Tuesday night, subsequent to Typhoon Tino’s impact, which claimed numerous lives and affected many towns in Cebu.
In support of this, Cebu Vice Governor Glen Soco announced that he and Governor Baricuatro are coordinating to convene the provincial council to approve the resolution that was submitted.
The declaration was made after the Provincial Disaster Risk Reduction and Management Office (PDRRMO) reported extensive damage, loss of life, and disruption of essential services across numerous towns and cities, based on their assessment and recommendation issued the same day.
Initial casualty figures recorded a total of 94 fatalities across the affected areas, the breakdown is as follows:

– Danao City 9
– Talisay City 7
– Liloan 35
– Consolacion1
– Balamban6
In Cebu City, 12 deaths were recorded across various barangays, including Bacayan, Cogon Pardo, Guadalupe, Kalunasan, Población Pardo, Sapangdaku, and Talamban. Victims ranged in age from 1 to 60 years old.
In Jaclupan, Talisay, 70% of houses were destroyed or swept away by floodwaters, according to Mariville Bahay, the Barangay Treasurer of Brgy. Jaclupan, Talisay City, Cebu.
