Gipataas sa National Disaster Risk Reduction and Management Council (NDRRMC) ang Operations Center niini ngadto sa red alert status ug gi-activate ang response clusters aron pagtudlo sa mga lead agencies nga modumala sa response operations.
Sa usa ka pamahayag, ang ahensya nagkanayon nga alas 12 sa udto niadtong Oktubre 10, gi-activate ang response clusters isip tubag sa kusog nga linog nga miigo sa Manay, Davao Oriental.
Ang NDRRMC gidumala sa Office of Civil Defense (OCD).
Ubos sa red alert status, ang OCD gitahasan sa pagdumala sa logistics ug early recovery, samtang ang Department of Social Welfare and Development (DSWD) maoy responsable sa pag-apod-apod sa mga food and non-food items, camp coordination and management, ug pagpanalipod sa internally displaced persons (IDPs).
Matod sa OCD, ang pagpataas sa alerto ngadto sa pinakataas nga lebel nag-assign sa mga representante gikan sa Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), ug Philippine Coast Guard (PCG), ingon man mga technical personnel gikan sa Department of the Interior and Local Government (DILG), DSWD, Department of Public Works and Highways (DPWH) ug Department of Health Center (DOH) sa physical operations (DPWH).
