CEBU CITY—Passengers and visitors at the Cebu South Bus Terminal (CSBT) and Cebu North Bus Terminal (CNBT) can now use the restrooms free of charge.

This change comes after Governor Pamela Baricuatro signed Executive Order No. 12 on July 7, which directs terminal management to stop collecting fees for restroom use.

The governor cited Republic Act No. 11311 as the basis for implementing this new policy, as the act requires all land transport terminals to provide basic sanitary facilities, such as restrooms, without charge.

Prior to this order, passengers had to pay between P5 to P10 to use the restrooms at CSBT and CNBT, a practice that drew public criticism, notably during Senator Raffy Tulfo’s visit in April.

In addition to the restroom policy, Governor Baricuatro is also exploring the possibility of reinstating manual ticketing services. If this plan pushes through, passengers would be allowed to enter the waiting area and board their buses directly, reversing the current policy that requires ticket purchase before entry.

The governor assured the public that the return to manual ticketing would not significantly impact provincial revenue, clarifying that the majority of terminal income comes from parking lot fees, not ticketing.

On another note, Governor Baricuatro has not yet appointed new terminal managers for CSBT and CNBT.

However, she stated that overseeing terminal operations remains a priority for her administration. |Bombo Irene Ardiente
