The Senate Blue Ribbon Committee will issue subpoenas to eight contractors who skipped yesterday’s hearing on flood control projects.
Of the 15 companies identified by President Ferdinand Marcos Jr. as holding the largest number of government flood control contracts, eight either ignored the committee’s invitation or filed excuse letters.
The contractors are as follows:
- Alpha & Omega General Contractor & Development Corp.
- St. Timothy Construction Corp. (reason: mourning the death of a foster parent)
- Topnotch Catalyst Builders Inc. (reason: medical procedure)
- Sunwest Inc. (reason: family-related leave abroad)
- Hi-Tone Construction & Development Corp.
- Royal Crown Monarch Construction & Supplies Corp.
- Wawao Builders
- L.R. Tiqui Builders Inc. (reason: health-related)
The Senate panel is investigating alleged irregularities in flood control projects.
Following the ongoing investigation, Senator Raffy Tulfo revealed alleged widespread irregularities in the implementation of flood control projects in Region IV-B.
In it, the senator named one Gerald Pacanan, regional director, who allegedly owns his own company and allegedly earns 60% of his income from government-funded projects.
Meanwhile, among the eight non-appearing contractors in flood control projects in the Philippines, QM Builders, a Cebu-based development firm that attended the inquiry that is now before the Senate Blue Ribbon Committee on August 19, 2025, was not included.
