Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan on Tuesday, August 19, approved the rotation of district engineers nationwide as part of stricter accountability in flood control projects in the country.

For his part, Bonoan said the rotation of many district engineers is still ongoing.

Meanwhile, under this policy, district engineers are ordered to rotate every three years, and this is in line with the call of Senator JV Ejercito, who is facing accountability for officials involved in ghost and fraudulent acts.

Following this, Ejercito urged authorities to investigate possible collusion between government officials and private contractors involved in irregularities in flood control projects.

The aforementioned matter is in line with the order of President Ferdinand “Bongbong” Marcos Jr., where he said 20% of the P545-billion flood control budget was only given to 15 contractors, five of whom hold contracts nationwide.

Accordingly, Engr. Leslie Anthony Molina, head of the DPWH 1st District Engineering Office, also issued a statement where, for him, they will wait until there is an order for them to rotate. In addition, they will “wait and see” if there is a reshuffle and what the Central Office will decide.

Following this, Engr. Molina also released his own side and perspective regarding the ongoing Senate inquiry following the controversial flood control projects in the country. He said that the Senate found that Allan Queranti, the head of QM Builders, was “eligible” to execute several projects, but for Engr. Molina saw that Querinti had a lot of capital during the bidding.
